Le ministre du Travail, Sejaan Azzi, a présidé hier après-midi au ministère la réunion de la commission nationale de lutte contre le travail des enfants. Des représentants de l'Organisation internationale du travail (OIT), de l'Institut national de l'emploi, d'organisations civiles et des différents ministères concernés étaient également présents afin de commencer à envisager une éventuelle solution à une réalité de plus en plus douloureuse, à l'aune, notamment, de l'augmentation exponentielle des réfugiés syriens.
Sejaan Azzi a proposé, entre autres, de consacrer les différents dons provenant d'organisations internationales à la création d'abris où ces enfants pourraient être logés, avant une solution à long terme. Il s'est également adressé aux représentants des différentes ONG, leur demandant de coopérer directement avec les administrations publiques responsables afin d'assurer une bonne distribution des donations.
En outre, il a formé deux équipes parmi les membres de la commission, qu'il a chargées d'aller encore plus loin et d'évaluer, notamment, les risques que ces enfants subissent de la part d'un marché du travail auquel ils sont loin d'appartenir. Selon le ministre, « l'heure n'est plus aux chiffres, mais à l'action ».
Interrogé par L'Orient-Le Jour, Sejaan Azzi a relevé quelques statistiques inquiétantes concernant les enfants qui se prêtent à différentes formes d'activités dans les rues : 74 % d'entre eux seraient des réfugiés syriens, contre 7 % de Palestiniens et 19 % de Libanais. Il a également insisté sur la « négligence » des organisations internationales, que les institutions libanaises « ne sont pas en mesure de compenser ». Il a rappelé en outre que la loi libanaise interdit formellement le travail des enfants, « mais elle est très loin d'être appliquée. Le décret ministériel 8987, qui interdit aux mineurs de prendre part à toute forme de travail les exposant à des dangers physiques et psychologiques, serait appliqué, mais dans une mesure très restreinte, dû au manque d'enquêteurs travaillant pour le ministère, et dont le nombre ne dépasse pas les neuf ».
Pour M. Azzi, ce dossier ne concerne pas son seul ministère, loin de là. Il évoque entre autres l'Intérieur et les Affaires sociales, et martèle que le ministère du Travail « n'est ni le seul ni le premier concerné. C'est à nous, principalement, qu'incombe la responsabilité d'empêcher ces enfants de travailler, ce qui n'est pas suffisant pour leur assurer un mode de vie acceptable leur garantissant leurs droits les plus basiques », a-t-il encore dit.
Entre un marché du travail de tous les dangers, et pire encore, l'éventualité de prendre les armes et se retrouver, comme à Tripoli par exemple, aux premières lignes des combats, la réalité des enfants des rues au Liban est bien miséreuse. L'initiative de Sejaan Azzi est nécessaire, mais loin d'être suffisante.
